What is the NPMRDS?

The National Performance Management Research Data Set (NPMRDS) is a vehicle probe-based travel time data set acquired by the Federal Highway Administration (FHWA) for its use in various performance measurement programs, such as its Freight Performance Measures, Urban Congestion Report, and other programs. The NPMRDS is also provided to state departments of transportation (DOTs) and metropolitan planning organizations (MPOs) for their performance management activities.

The NPMRDS is an archived speed and travel time data set procured and sponsored by FHWA, including associated location referencing data. NPMRDS covers the National Highway System (NHS) in the 50 states, District of Columbia, and Puerto Rico, as well as roadways near 26 key border crossings with Canada (20 crossings) and Mexico (6 crossings).

Three data sets are available as part of the NPMRDS that include speeds and travel times at 5 minute intervals on over 400,000 road segments for:

  • Passenger vehicles
  • Trucks
  • Trucks and Passenger vehicles combined

NPMRDS data is published for each week, defined as Monday through Sunday. The week's data is generally published on Tuesday, nine days after the end of the week. NPMRDS data from 2011 through January 31, 2017 were provided by HERE. Data from 2017 forward are provided by a team consisting of the CATT Lab at the University of Maryland (UMD), INRIX, 1Spatial Consulting, the Texas A&M Transportation Institute (TTI), and KMJ Consulting—collectively referred to as the UMD team.

Who can use the NPMRDS?

The NPMRDS can be used by individuals from federal agencies, DOTs, MPOs, and authorized organizations working under contract to these agencies. Each organization must execute a Data Sharing Agreement (DSA) to gain access to the NPMRDS Analytics data portal. An agency may grant a contractor the right to use the data for work performed for the agency, as defined in the data sharing agreement.

How can I access the NPMRDS?

Access to NPMRDS data from January 2017 forward is available after signing the data-sharing agreement at npmrds.ritis.org/dsa. A representative from your agency must execute the data-sharing agreement. Authorized agencies include federal agencies, DOTs, MPOs, and organizations working under contract to these groups.

Once an agency has a fully-executed NPMRDS DSA, each user associated with that agency (employees and contractors) must register for a personal account at ritis.org/register.

Data is made available in weekly increments through the Massive Data Downloader (MDD). The NPMRDS MDD provides several options for users to tailor data extraction to meet their needs and the amount of superfluous data. Options include the ability to download data over 5-minute or 15-minute intervals. The 15-minute option provides data to State DOTs and MPOs that directly supports calculating federally-required congestion and freight measures defined in subparts E, F, and G of 23 CFR 490.

NPMRDS data provided by HERE from October 2011 through January 2017 is also available within npmrds.ritis.org but only to users who executed a data sharing agreement before June 2017.
